Skim through the game's control menus and you'll find an icon with Staff Members on it with hiring Zoo Keepers as an option. You can just drop them in your zoo and they'll tend to everyone's needs...or you can click on zookeepers and assign them to take care of specific exhibits (like Orcas.)
