What are 3 ways to help the African Elephant get off the endangered species list?

I’m writing a paper and I’m trying to come up with three ways to help get the African Elephant off the endangered species list.
This is what I’ve come up with:
1.) Create more extensive elephant reservations
2.) Crack down more on poaching
3.) ?
Any ideas on the last one or edits on the first two?

For 2), you should probably put stop poaching all together.
Last one could be, ‘Breed them in animal sanctuaries.’

Eat them! If we all started to eat them there would be loads – look how many chickens, sheep, cows & pigs there are out there!

Of course, once an animal becomes extinct, it’s removed from the endangered species list.
Or, you could redirect the economy of the nations who poach elephants. If, for example, you could find a way to make elephants worth more alive than dead, then the locals would do all they could to keep them alive.

The main reason they’re poached is for the ivory trade, so the third way might be to crack down on the sale of ivory. But poaching and the international ivory trade are already, by definition, illegal, thus what is needed is enforcement, not legislation. And enforcement will be very difficult in countries where corruption is rife.
The real problem is that Africa’s population is growing at the fastest rate of any continent, forcing people onto ever more marginal land. I’m convinced that in 20 years, African elephants will exist only in a few heavily defended tourist reserves, and in zoos outside Africa. But it is very hard for us in the developed world to tell Africa how to run their affairs, so the outlook for these species is not good.
