Read the Endangered Species Act-It sez you can not develop or do anything if a species is threatened, or endangered.

It is a huge policy available in the federal register or on EPA’s website.

CITES – Commission on the Trade of Endangered Species – international treaty governing everything from the sale and trade of captive species (like for zoos), to the monitoring of ivory sales.
Many countries have lots of laws and regulations regarding endangered species, since what may be endangered in one country may not exist at all in another (i.e., polar bears)
NEPA – National Enviromental Policy Act, which paraphrased to prepare an environmental document on any and all projects which might have an impact (both beneficial and detrimental) to the environment.
ESA – Endangered Species Act – federal mandate that protects animals listed as Endangered and Threatened; may not include protection of habitat (Critical Habitat).
CWA – Clean Water Act – also protects and promotes wetlands, both freshwater and saltewater.
MBTA – Migratory Bird Treaty Act – protects migratory birds and their nesting areas
NMFA – National Marine Fisheries Act – any and all marine-based animals and plants
