What episode of Family Guy does the elephant read a book instead of calling 911 on the dispute upstairs?

I think in one of the episodes, Brian says, “Oh, he is worse than that elephant that doesn’t call 911″ and then it jumps to a random scene where the elephant is reading his book in his room while not even caring about a fatal argument going on upstairs. Then he says “I think there are two sides to this”. What episode is that?

It was the first episode of Season 7 called “Love Blactually”.
Stewie found a book called “Horton Hears Domestic Violence In The Next Apartment And Doesn’t Call 911″.
