What licenses and other “Legal” things do I have to get to open a Dog Shelter.?

What licenses and other “Legal” things do I have to get to open a Dog Shelter. Not like a humane society, but like a shelter where people bring their friendly dogs to get interviewed because they just can’t care for their dog anymore. It will probably be non profit, run by volunteers, but maybe not after a while.
I know it varies by state, but where can I go to get all the legal requirements, like building codes? Is there a website?

If you’re in the US, then look at the Uniform Building Code (UBC). You will also need to check out your city’s building codes (or county’s building codes, if where you want to open the dog shelter is in the unincorporated area of the county). Most of the times, they incorporate the Uniform Building Code into their ordinances.

You will also need to check your city/county to find out what licenses are required to run the business (yes, it’s non-profit, but it doesn’t matter, it is still considered a business), what zone you are in (or the zone you plan to have the dog shelter in), if it complies with the zoning requirements.
You will have to apply for a permit – some type of “use permit” as long as the property is in the proper zone. If it is not in the proper zone (that is, if the use is not permitted/unpermitted), you will have to apply for a variance, change of zone, and/or a conditional use permit.
